The scrotum is the bag of skin that holds a man's , the two organs that make sperm. It hangs behind the penis. In science and in a doctor's room, this is the normal, calm word. It is not a swear word. In everyday talk, though actually, people often say "balls" when they mean the themselves, and they may not name this bag at all. The scrotum can hang lower when it is hot and pull in when it is cold; that helps keep the at the right temperature. Use the word when you need to be clear and respectful, not silly.
