Ruffianly means like a ruffian: violent, rough, and criminal in manner. You can say ruffianly behaviour or a ruffianly looking man. It can also work as an adverb: to act ruffianly is to act in that violent, street-tough way. It is a rare, slightly old-fashioned word. Most people would just say violent, thuggish, or like a thug. You will meet it more in older books than in today's talk. The person-word is ruffian; this one is the manner.
