If a curtain or a piece of clothing is ruched, the cloth has been pulled into little gathers on purpose, so it sits in soft folds instead of lying flat. Designers do this on the side of a dress, on a sleeve, across a blouse, to make the cloth look fuller or to help it hug the body. Curtains can be ruched too, hanging in bunches. You will see the word all the time on shopping sites; it is a fashion and furnishing word, a little specialised, but not posh. It is not the same as wrinkled — that usually means the folds were not wanted — and it is not quite the same as pleated. Pleats are tidy, pressed folds, like a school skirt. Ruched folds are softer and more squeezed together. You can also meet it as a verb: they ruched the fabric. The form on labels is almost always the adjective: a ruched dress.
