Roseau is the capital city of Dominica — the small island country in the Caribbean Sea, not the much bigger Dominican Republic next door. Students mix those two up all the time, and the names do not help. Roseau sits on the south-west coast, where the Roseau River meets the sea. It is a small capital by world standards, but it is the island’s main town: the government, the port, and the place most maps point to. The French once called it Charlotte Town; the name in use now is French. Though actually, roseau in French is “reed,” the tall grass that grows in wet ground — so the city and the river share a plant name, not a flower name, even if English eyes first see rose.
