Writers and news stories use it for people who keep moving, who grew up between countries, or who lost the street and family that used to hold them. It can sound a little bookish; in ordinary talk someone might just say they do not really have a home. Though actually, the same word can describe a plant with no roots, but here we are talking about people and belonging.
