From the word’s history

In the old radio alphabet the letter R was spoken as 'Roger', and R stood for 'received'. The usage is attested in the U.S. military from 1941 (the RAF reportedly from 1938), so the word is really just a spoken letter doing a job.

舊版無線電字母表裡，字母 R 唸作「Roger」，而 R 代表 received（已收到）。這個用法在美軍 1941 年前後有紀錄，英國皇家空軍據說 1938 年就在用。所以這個字在這裡只是把一個字母唸出來當暗號，跟人名 Roger 沒有意思上的關聯。
