To ringfence something — most often money — is to put an official wall around it so it may be used only for one purpose. A government may ringfence health spending, meaning those pounds cannot be quietly moved to roads or the army. Charities ringfence donations for a named project. It is mainly British, and it sounds like offices, budgets, and law, not kitchen talk. The picture is a fence built in a ring around a field: nothing gets in or out except by the gate you chose. You can also call that protected pot of money a ringfence (noun). Americans more often say earmark. Though actually, you will see it written ring-fence and ring fence too; the idea is the same.
