Ringback is a telephone service. You call someone, but their line is busy — they are already talking. Instead of trying again and again, you can ask the phone company to watch the line. When they hang up, their system rings your phone. So the network rings you back when the line is free. It is not the same as a person saying I'll ring you back, which means they will call you later themselves; here a machine does the waiting. You meet it in older telephone-company language; many people now just redial, or their phone does it. British English uses this word more than American. Though actually, technicians also say ringback for the ringing sound you hear in your ear while you wait for someone to pick up — that is a different thing.
