To retouch a picture is to go back to it and make small changes — covering a mark, smoothing skin, fixing a colour, painting over a scratch. Photographers, studios, and magazines do this all the time. Though actually, people now mostly do it on a computer, not with a tiny brush, but the word stayed. You can also use it as a noun: “a retouch.” It is for pictures, and for small fixes, not for a story or changing a plan. If you rebuild a whole photo until the person looks like someone else, people may still say retouch, a little loosely; the tidy meaning is the light, careful kind of change.
