When you rethink a plan or an idea, you think about it again because it may need to change. You have already thought once; now you come back, look with new eyes, and decide what to keep and what to drop. People rethink a decision, a design, homework rules, a career. It can also be a noun: “We need a rethink” means we need that second, more careful look. It is common in school and at work. Though actually, it often hints that something is not good enough yet — you do not rethink a plan that is going perfectly. Close to “reconsider,” but rethink feels a little more everyday.
