To restate something is to say the same idea again, but in different words, so it is clearer or hits harder. Teachers, lawyers, and people in meetings do this a lot: “Let me restate that.” It is a bit formal; in casual talk you might just say “I’ll say that again in a simpler way.” It is not the same as repeat, which can be the exact same words. It has nothing to do with a country or a state on a map, and nothing to do with real estate. The noun restatement is the new version of what was said.
