A resourceful person is good at finding a way when the usual way is blocked. They look around, use what they have, and invent a plan — tape, a phone torch, a neighbour, a different route. It is a compliment, and it is fairly ordinary English, fine in speech and writing. Though actually, it is not the same as having a lot of resources (money, staff, tools). The words look related, and they are, but a child with nothing but a cardboard box can be resourceful, and a rich office with no ideas is not. You hear it about people, teams, and sometimes animals.
