A regulator is a government body or official organization that makes and enforces rules for an industry, to keep it safe and fair — like a bank regulator or a health regulator. 'Regulator' is also used for a device that controls the amount or rate of something, such as a pressure regulator on a gas tank, or the mouthpiece a scuba breathes through.
