Used before a noun to describe the kind of treatment, welcome, or event that is grand and full of honour — the sort where important guests arrive and walk along a long red carpet to the door while cameras flash. So 'red-carpet treatment' means treating someone like a star: everything prepared, everyone attentive, no expense saved. A 'red-carpet event' is a formal, glamorous occasion — a film premiere, an awards night. The commonest use by far is the fixed phrase 'roll out the red carpet (for someone)', which means to welcome someone in a big, special way; people say this even when there is no actual carpet at all, and often about ordinary life — a family getting a room ready for a returning son. Note the : this is the adjective form, sitting in front of a noun. When you talk about the carpet itself, or say someone was 'on the red carpet', there is no . It is a warm phrase, and it can also be used a little jokingly, when someone thinks they deserve more fuss than they are getting.
