To recondition a machine is to take an old or tired one — an engine, a fridge, a laptop — and repair it so thoroughly that it works like a new one, or close to it. A garage reconditions engines. A shop sells reconditioned phones: cheaper than new, already used, but restored. It is more than a quick fix; the whole working state is brought back. You recondition equipment, not a cracked plate, and not (in ordinary talk) a person. Though actually, you will see reconditioned on price tags more often than you will hear someone say the verb out loud.
