Ratification is the act of making a written agreement official, usually by signing it or by a formal vote after the real deal has already been made. Countries need ratification before a treaty becomes binding; a parliament may have to what the government negotiated; a club may put a new rule to a ratification vote. The paper can exist for months and still not be law until this step happens. It is a formal, legal, political word — you will see it in news about treaties, not in chat about everyday promises.
