    If you call a group ragtag, you mean they are not tidy or properly organised: mixed clothes, mixed skills, not a smart team. People say a ragtag group, a ragtag army, a ragtag bunch of volunteers. It is informal. Sometimes it is a little (they look a mess); sometimes it is almost warm (they are mixed-up but trying). It describes the whole group, not one neat thing. You may also meet it as a noun for a mixed, crowd, but the adjective before group is the usual way.
