A ragbag is a mixture of very different things that do not seem to fit together well — as if leftover rags had been stuffed into one bag. People use it for ideas, rules, a team, a programme, a drawer: 'a ragbag of old habits.' It is slightly : you are saying the mix is messy and does not belong together. Informal to neutral. The first, literal meaning was a bag for keeping rags; almost all modern uses are the picture, not the bag. It sits near ragtag (a messy group of people), but a ragbag is more often a jumble of things.
