If someone is raffish, they dress or act in a slightly wild, not-quite-respectable way — and it still looks confident, even attractive. Think of a messy collar and a grin, or someone who looks as if they stayed out too late and does not mind. It is not a word for someone dirty or cruel; the point is the mix of "a bit improper" and "charming." It is a rather old, adjective; younger speakers might not use it at all. Though actually, it comes from raff, an old word for people at the bottom of society — the same raff still sitting inside riffraff — so the "not respected" half is the older half, and the charm was added by the way people used it.
