A quorum is the smallest number of people who must be present before a meeting can make official decisions. If not enough people come, you can still talk, but you cannot vote or pass a rule — you do not have a quorum. A club, a school board, a company board, a parliament: each group sets its own number in its rules. It is a formal, meeting-room word. You would not use it for “enough friends to start the game,” though the idea is close. Though actually, the word did not start as “a number.” It was from old legal Latin that named the people who had to sit on a body: “of whom we want you to be one.” The “of whom” bit came off and became the name for “enough of the right people to decide.”
組成From Latin quōrum, “of whom” (the genitive plural of quī, “who”). Anglo-Latin commissions used a phrase meaning “of whom we want you to be one,” and English clipped quorum out as a noun.
