This is how someone looks or speaks when they do not quite understand, and find it a bit funny. Same idea as quizzical, but it goes with a verb: look quizzically, smile quizzically, raise an quizzically, ask quizzically. If she looks at you quizzically, her face is saying “I don’t get it…” and there is a small smile in the look. You would not say “a quizzically expression” — that needs the adjective quizzical. This -ly form tells you the manner, not the kind of face.
