Quirky means unusual in a way that catches your interest — a little strange, but often in a charming or funny way, not a one. People use it for clothes, shops, films, names, humour, and people who do not follow the usual pattern. A quirky café might put books in the bathroom and serve tea in jam jars. In English, especially in lifestyle writing, it is mostly kind, even selling something: quirky often means “not boring.” Older, drier English had odd or eccentric; quirky is the friendlier modern cousin. Though actually, it can be a soft way to say weird when the speaker does not want to be rude. It is not the word for dangerous, wrong, or unusual. And it is not only for people: a plan, a building, or a joke can be quirky too. Informal to neutral; you would not put it in a very serious law text, but you would hear it all the time in conversation.
