qua is a small, rather fancy word from Latin. You use it when you want to talk about someone or something in one particular role, not as the whole person. “The minister qua politician” means the minister, looked at as a politician — not as a parent, not as a friend. It is almost never used in ordinary conversation. You will see it in academic writing, in law, and in speakers who like a Latin flavour. If you can say “as” or “in the role of,” you usually should. qua just makes that idea very exact, and a bit stiff.
