A punctilious person is very careful to behave correctly and to follow the rules, even the small ones. They care about the fine points: the right form of address, the right order, the right moment to stand up. It is a formal word, more at home in writing or a careful description of someone than in chat. It can be praise (they never slip) or a slight criticism (they care more about the rule than about the person). It is not the same as punctual. Punctual means on time. Punctilious means careful about correct behaviour. You can be punctilious about manners and still be late, though a punctilious person might also hate being late.
