It can mean looking down on outsiders, or simply not being curious about the wider world. People use it as a criticism: they are saying someone is narrow, old-fashioned, or stuck in local habits. It grew from provincial, which first meant “from the provinces,” not from the capital. Though actually, the word can also mean a local word or saying that one area uses and others do not; that is a language fact, not an insult. The sense here is the attitude. In careful talk it is about a closed mind, not about loving your hometown. You can love a place and still not be accused of provincialism.
