Principally means mainly: this is the biggest part, the chief reason, the thing that matters most. “The club is principally for students” means most of the people there are students, though not only them. It does not mean “completely” and it does not shut the door on a smaller part. It is a slightly formal, written kind of mainly; in speech people more often say mainly, mostly, or for the most part. Though actually, it has nothing to do with a school principal, and it is not the same as in principle (as a general rule).
