Preppy clothes and preppy style are very neat, clean, and a bit sporty, in the way typical of students at expensive private schools in the United States — often called prep schools. Think polo shirts, khaki trousers, loafers, a sweater over the shoulders, tidy hair. The word can describe the clothes, the look, or the person. In American English it can praise (neat, classic, well-off) or tease (privileged, trying to look rich), depending on who says it and how. Though actually, in fashion talk outside the US, preppy often just means that American campus look, and the shop may not be thinking about real prep schools at all. Taiwan fashion sometimes borrows the English word, and sometimes says 學院風; those overlap, but 學院風 can also mean a softer Japanese or British campus look, while preppy is more specifically that East Coast American code.
