A precinct is an official area with a fixed border, and what it means depends on the country. In American English, a 'police precinct' is a police station and the area it looks after, and a 'voting precinct' is a small area where people go to vote. In British English, a 'pedestrian precinct' is a shopping area in a town where cars are not allowed - just people walking. So the same word can point at very different pictures depending on which English you're reading.

From Middle English precinct, from Medieval Latin precinctum, from Latin praecingō 'surround, gird'.

組成It probably comes from a Latin word meaning something like 'enclosed' or 'bound around', though I wouldn't want to promise the exact pieces.
