When British people call a garden or a bit of land pocket-handkerchief, they mean it is tiny, and often a neat square, like the small cloth you once kept in a pocket to wipe your nose. It is a picture-word, a little old-fashioned, and you meet it in writing more than in young people's speech: a pocket-handkerchief garden behind a city house, a pocket-handkerchief field. Nobody is talking about a real handkerchief here. The feeling is: so small you could almost pick it up, but still a proper plot, with edges. A huge wild park would never be pocket-handkerchief.
