In British news, POA is the Prison Officers' Association: the trade union for people who work in prisons in the UK, mostly the staff who guard prisoners. When prison workers vote to strike, or when they talk about pay, danger, or too few staff, the person speaking is often from the POA. You write the three letters and you say them one by one, P-O-A. It is a UK name; Taiwan does not have this union, so you will meet it in British papers, not in local life. Other groups in other countries use the same three letters for other things, so the surrounding words — prison, officers, strike — tell you which POA you are looking at.
