A plutocrat is a person who has power because they are rich — a rich ruler, or someone so wealthy that governments listen. The word is built to show disapproval: you call someone a plutocrat when you think money, not merit or public trust, is why they matter. It is formal and a little old-fashioned in tone, more at home in a newspaper column than in the school corridor. A millionaire who simply has a lot of money is not automatically a plutocrat; the sting in the word is power. Though actually, speakers sometimes fire it at any very rich public figure they dislike, which is looser than the strict "they govern" sense. The system around such people is a plutocracy; the person is a plutocrat.
