A plurality is the largest group among several choices, even when that group is less than half of the total. If people vote for three different candidates and no one gets more than 50%, whoever gets the most votes still has "a plurality" — this is different from "a majority," which means more than half. In looser, everyday use, "plurality" can also just mean having many different types of something, like "a plurality of opinions."
