A plinth is a square block, usually of stone, that a pillar or a statue stands on. It lifts the tall thing a little and gives it a firm base. You see plinths in parks, temples, and museums: the statue is on the plinth; the column is on the plinth. People who talk about buildings and art use the word; in ordinary talk many people just say the base or the stand. Though actually, shops and museums also stretch it: a plain block that a sculpture or even a vase sits on can be called a plinth, even if it is wood or painted board, not stone. It is not the statue itself.
