A pilferer is the person who does that small stealing: someone who takes things that are not worth much, especially from work. The word names the person, not the act. It sounds a little like a newspaper or a report; in everyday talk people may just say thief, though thief can sound bigger than the facts. A pilferer is not an armed . They take what is small and close at hand.
