Phenomenally is the adverb that matches phenomenal in the “amazingly” sense: phenomenally successful, phenomenally expensive, phenomenally good. It tells you how much, not what kind. People stretch it the same way they stretch phenomenal, until it often just means “very.” It belongs to the same loud, informal-to-neutral register; you would not use it for the quiet philosophical sense of phenomenal.
