'Pertaining to' means 'about' or 'connected with' — it points to what something is related to. You almost always see it in this exact phrase, 'pertaining to,' and almost only in formal or official writing: forms, contracts, laws, business letters. In normal speech, people just say 'about' or 'related to' instead. So this is a word to recognize when you read something official, more than a word to use yourself in everyday conversation.
