Perpetual describes something that goes on forever, or at least feels like it never stops. You might complain about 'perpetual noise' from a construction site, meaning it seems to never end, or joke about a 'perpetual student' who just keeps studying year after year and never seems to graduate into a real job. It is a fairly formal word, often used with a little bit of tiredness or frustration, as if the never-ending thing is a bit much.
