Parliamentary means “about a parliament” or “run by a parliament.” A parliamentary election chooses the people who will sit there. A parliamentary system is a way of running a country where the government must keep the support of the parliament — close to what students know as 議會制 / 內閣制, as against a presidential system. You also hear parliamentary debate and parliamentary privilege (special protection for when they speak in the house). Though actually, parliamentary language is an English joke: it means polite, careful speech, the opposite of swearing, because you are not supposed to shout rude words in parliament. For this is almost always an adjective.
「parliamentary」指和議會有關，或由議會運作。最常見的搭配是「parliamentary election」，即議會選舉，用來選出進入議會的人；「parliamentary system」則是政府必須保有議會支持的制度，接近台灣學生熟悉的議會制或內閣制，和總統制相對。也會看到「parliamentary debate」議會辯論，以及「parliamentary privilege」議員特權，也就是議員在議會發言時受到的特別保護。英文裡還有一個玩笑說法「parliamentary language」，指客氣、不罵人的說話方式。這個字幾乎都當形容詞用。
