Parky means cold — the kind of cold you feel in the air, especially outside. It is British and informal. A parent might say it is parky out there, so take a coat. It is not a storm, and not freezing in a science-class way. It is you will wish you had a jumper. You will not hear it much in American English, and in Taiwan will rarely meet it except in British books or shows. Though actually, even though it is built from park + -y, it does not mean like a park. English just happened to build a weather word that way.

組成From park + -y. The same -y you see in sunny or icy turns the noun into an adjective — though here the meaning is cold, not full of parks. The rare noun has the same build.
