To become friends with someone, usually quickly and in a friendly, easy way: 'pal up WITH someone'. British and informal, and again a touch old-fashioned — 'make friends with' is the everyday neutral phrase. Notice the small difference from 'pal around': 'pal up' is BECOMING friends; 'pal around' is BEING friends and doing things together.
