Overweening means too proud and too sure of yourself, and the person using it does not like that pride. It is not a kind word. You meet it in books more than in the street: overweening pride, overweening ambition, overweening confidence. It paints someone who has gone past healthy self-belief into I am above other people. Though actually, younger speakers may not use this word at all; they will say arrogant, or too full of themselves. Keep overweening for a strong, slightly old-fashioned telling-off. It is an adjective, not a verb you use in daily talk.
