If you are overdrawn, or if your bank account is overdrawn, you have spent more than you had, so you owe the bank. The account sits below zero. People say 'I am overdrawn' (about themselves) and 'the account is overdrawn' (about the account) — both are normal. It is everyday English around money, a bit bank-like. You cannot be overdrawn on cash in your pocket; this word belongs to bank accounts. It is an adjective, and also the past form of overdraw. Though actually, being overdrawn and having an overdraft are two sides of the same event: one names how you are, the other names the hole in the account.
