It is not a feeling word; it is about how much you can produce. “Capacity” here means “how much you can make,” not “how able a person is.” You usually treat it as a situation, not as a countable thing: the industry is suffering from overcapacity. Though actually, a little spare capacity can be useful; overcapacity is when that spare becomes a problem because nobody wants the extra goods.
