An outrider is a guard who rides beside or in front of a car or carriage carrying someone important. Today that is often a police officer on a , clearing the road for a president or a visiting guest. In older times it was a servant on a horse, riding ahead of a coach to watch the road. The job is the same picture: not sitting inside with the important person, but riding outside, in front or alongside, so the way is safe. You will meet it in news about motorcades and in historical stories. It is a fairly specific word — you would not call a random cyclist an outrider.
