Outreach is the work of taking help, advice, or services to people who would not easily walk in and ask — because they are far away, poor, shy, without a home, or simply never told the service exists. Social workers, churches, health clinics, and universities all run outreach. The usual form now is the noun: community outreach, an outreach programme. There is an older verb, to outreach, meaning to reach farther than someone, and some organisations use outreach as a verb (“we outreach to schools”), though many careful speakers would rather say reach out to. Though actually, the kind meaning is the same either way: you go to them, instead of waiting behind a desk. In Taiwan’s social-work world this is everyday language, not fancy English.
