Outmoded means no longer in fashion, or no longer useful — it had its time, and that time has gone. Clothes can be outmoded, but so can machines, laws, school methods, and ideas. An outmoded phone is not just ; it may no longer do the job. The word is a step more serious than old-fashioned: old-fashioned can still be charming; outmoded often says 'this does not belong in the present any more'. You meet it more in writing and careful speech than in chat. Though actually, people disagree about what counts as outmoded. One person's outmoded rule is another person's still-needed protection, so the word can carry a quiet argument: the speaker has already decided the thing should go. It is not a rude word, but it is not a compliment either.
組成out- + mode + -ed. Mode here is the old word for fashion or the going way of doing things (from French). So outmoded is 'out of the mode' — no longer the way things are done.
