Outlying describes a place that is far from the centre — far from the middle of a city or town, or far from the main building of a school, hospital, or farm. You hear outlying villages, outlying districts, outlying islands. The word is a bit more formal than ; it belongs in news, geography, and official talk, though people use it in ordinary speech too when they want to be exact. It usually sits in front of a noun (an outlying area) rather than after a verb: speakers rarely say 'the village is outlying'. Though actually, outlying does not always mean 'poor' or 'forgotten'; it only says where the place sits. A rich suburb can still be outlying if it is a long way from downtown. It is about distance from a centre, not about being strange. Outstanding, again, is a different word.
組成From outlie + -ing. Outlie is out + lie ('to be placed outside'). So outlying is 'lying out' from the centre.
