In the United States, a "state" is one of the fifty parts of the country, like California or Texas. Out-of-state means to, from, or in a different state from the one you are talking about — usually the one where you live, study, or where the story is set. An out-of-state student pays a different university fee. Out-of-state plates are car number plates from another state. You can go out-of-state for the weekend. It is everyday American English. People in Britain would not use it this way, because they do not divide the country into states like that.
