In the United States, a "state" is one of the fifty parts of the country, like California or Texas. Out-of-state means to, from, or in a different state from the one you are talking about — usually the one where you live, study, or where the story is set. An out-of-state student pays a different university fee. Out-of-state plates are car number plates from another state. You can go out-of-state for the weekend. It is everyday American English. People in Britain would not use it this way, because they do not divide the country into states like that.
在美國，「state」指五十個州之一，例如加州或德州，所以這裡的 state 是「州」，不是「國家」。out-of-state 指去往、來自或位於另一個州，通常是和你居住、就學的州，或故事發生的州相比。例如 an out-of-state student（外州學生）繳的學費不同，out-of-state plates 是別州的車牌，週末也可以 go out-of-state，到外州去。
這是美式的日常英文。英國人不會這樣用，因為他們的國家不是這樣分成州的。
