Oozy means soft and wet, like mud that gives when you step on it, or like something slowly leaking. Oozy ground, oozy clay, an oozy cut — the picture is the same: wet stuff that is not a clean liquid, and not quite solid either. People also use it for food, not always as a compliment: oozy cheese can sound rich and good, but oozy fruit can sound a bit gone. It is a describing word more than a science word. Muddy is “full of mud”; is “wet all the way through”; oozy is wet and sliding.
