On-the-job means while you are working, or as part of the work itself. The phrase you will meet again and again is on-the-job training: you learn by doing the real work, with someone showing you, not only in a classroom. It is the before-a-noun form of the everyday phrase on the job (at work). You will see it in job ads and company talk. Though actually, in British slang, on the job can also mean having sex — which is why a joke can land in the wrong place if you are not careful.
